The Communications/Community Engagement Department processes public information requests in accordance with the Texas Public Information Act (TPIA), Texas Government Code § 552 and board policies GBA and GBAA.
The TPIA does not require governmental bodies to create new information, perform legal research, or to answer questions. The request must ask for records or information already in existence.
Student transcripts or education records requests fall under the guidelines set forth by the Family Educational Rights and Privacy Act (FERPA) and are confidential, not subject to the TPIA. Therefore, requests for a transcript or other educational records should be directed to the current or last Coppell ISD campus your student attended.

Important information about records requests
Be Specific: We may ask for clarification of your request if it is not clear what information or records you are seeking. Include the following, if applicable:
- Date range of the records requested
- Department or person you believe may possess the records
- Location involved
In responding to requests, the District is not required to:- Prepare or Create New Information
- Prepare Answers to Questions
- Perform General or Legal Research

Charges and Fees
Coppell ISD charges fees authorized by the Texas Public Information Act. If the fees will result in a charge exceeding $40.00, the district will provide the requestor with a written estimate detailing the charges that will be imposed. The following fees may apply to public information requests:
- $15.00 per hour labor charge for locating, compiling, reproducing, reviewing and redacting information (>50 pages)
- $28.50 per hour labor charge for computer programming when needed
- 20% overhead fee added to labor charges
- 10 cents per page for letter-sized paper copies
- 15 cents per page for legal-sized paper copies
- $1.00 per CD
- $3.00 per DVD
- Postage
Pursuant to § 552.275, please note the District established a reasonable limit, not less than 15 hours for a one month period or 36 hours in a 12 month period, on the amount of time that personnel are required to spend producing public information for inspection or copies to a requester, without recovering the costs attributable to the personnel time related to that requester. A requester that reaches the time limit will be required to compensate the governmental body for the costs incurred in satisfying subsequent requests. -
Timelines and Deadlines
Coppell ISD will provide requested information promptly which depending upon the complexity of the request and volume of other pending requests, is typically ten business days. Requestors will be informed if the information will not be provided within ten business days with an estimated date on which the information will be provided. If the request includes information that may be confidential or excepted from release, the district will submit a request for an opinion to the Texas Attorney General to determine whether the requested information may be released or must be withheld.

Subpoenas and Court Orders
Although a subpoena duces tecum, or any other request for discovery is not considered to be a request for information under the TPIA, Coppell ISD utilizes the CISD Records Center to process all Subpoena Requests. Please note the following:
- Documents cannot be withheld; however, the District shall file a motion to quash if there are any concerns about the subpoena.
- A subpoena is required to question District employees in regards to statements, particular incidents which occurred on district property.
- Documents obtained via subpoena will be available on the CISD Records Center, and once the documents are ready, an email containing a link to download the documents will be sent.
Submitting Requests

Coppell ISD will be closed for Spring Break from March 13, 2023 to March 17, 2023. The district will process any new open records requests starting on Monday, March 20, 2023.
Per TPIA, all open records requests submitted to Coppell ISD must be in writing, and submitted in one of the following ways:
- Electronically submitted through the CISD Public Information Request portal (this is the most efficient way to request and receive records)
- By submitting a written request via United States mail (address below) or in person
- By email
