Title III, Part A of the Elementary and Secondary Education Act (ESEA), as reauthorized under the Every Student Succeeds Act (ESSA), aims to ensure that Emergent Bilingual Learners and immigrant students attain English proficiency and develop high levels of academic achievement in English. Title III will also assist all Emergent Bilingual Learners meet the same challenging State academic standards that all children are expected to meet.
Upon enrolling in the district, all families complete the Home Language Survey, which is completed by parents. If parents do not indicate a language other than English, their children are NOT eligible for ESL/Bilingual services, including Summer School programs. Based on the Home Language Survey (HLS), if a language other than English is present in the home, the learner is assessed to determine their English Proficiency level. If the student is not yet proficient in English, the Language Proficiency Assessment Committee will consider the student an Emergent Bilingual Learner, and offer either Bilingual or English as a Second Language (ESL) services.
English as a Second Language (ESL) Services
The English as a Second Language Program (ESL) in Coppell ISD focuses on developing proficiency in listening, speaking, reading and writing for Emergent Bilingual Learners. In addition to English language immersion and sheltered instructional methods in the regular classroom, the campus Language Acquisition Specialist may go into the classroom to work with the learner or consult with the teacher.
Bilingual Services - Dual Language Immersion (DLI)
The Dual Language Immersion (DLI) program is the Bilingual Education model for Coppell ISD. DLI focuses on developing English proficiency in listening, speaking, reading and writing through academic instruction in both English and Spanish. The goal of DLI is for students to become Bilingual and Biliterate with sociocultural competency.
