Trustees Approve 2018-19 Budget and Tax Rate

Coppell ISD Trustees approved the 2018-19 budget and tax rate during its regular meeting August 27.  Trustees voted to lower the district’s 2018-19 Debt Service Tax Rate by $.0172 to $.2905 and to keep the district’s Maintenance and Operations Tax Rate the same at $1.17.  Details about the budget and the budget process can be found at www.coppellisd.com/budget.

In her presentation to the Board, Executive Director of Finance Diana Sircar shared that the district recommended the lowering of the Debt Service Tax Rate due to the increase in assessed property values in the district and a refinancing of bonds.  She also noted that 62 percent of the increase in tax collections due to rising property values will go back to the state in the form of Recapture payments, otherwise known as Robin Hood. 

Expenditure Allocations The 2018-19 CISD Budget is $15 Million more than the previous year, with this increase due to the following : 

  • $8.5M increase in Recapture (“Robin Hood”);
  • $4.4M increase in instructional expenditures, including pay raises and hiring of more staff due to student growth and the opening of the Coppell High School Ninth Grade Campus (CHS9);
  • $1.1M increase in student support expenditures including Transportation; and
  • $1.0M increase in all other categories


CISD Board approval of the 2018-19 Budget and Tax Rate occurred after the district’s Public Hearing on the Budget and Proposed Tax Rate held prior to the Board meeting. No public testimony was given during the hearing.
