State Accountability 2023

The Texas Education Agency (TEA) has announced a temporary delay in the release of 2023 A-F accountability ratings for all districts and campuses across the State of Texas. The ratings were originally scheduled for release on September 28 and will now be delayed, according to the TEA’s press release.

Since August 2018, we have had a state accountability system commonly known as A-F Ratings, which has allowed for apples-to-apples comparisons over the years. However, the State Assessment of Academic Readiness (STAAR) exams used for these ratings have undergone various updates, including changes in the length of time allowed, a transition to online administration, and the availability of accommodations. 

Due to these changes, the TEA has stated that a direct comparison between the 2022 and 2023 ratings is not possible. As a result, a campus could show improved STAAR performance over the previous year and still receive a lower rating in 2023 compared to its 2022 rating.

The overall structure of the rating system will remain unchanged, featuring three rated domains: Student Achievement, School Progress, and Closing the Gaps. Additionally, districts and campuses will continue to receive an overall rating. However, a notable change for 2023 involves using student enrollment data for grades three through 12 for each campus. This data will determine the proportion of the district's score attributed to each school. This method of proportionality will be applied to each domain as well as the overall score. The TEA's rationale for this change is to enhance alignment between the district's overall score and the individual campus ratings.

When the TEA releases 2023 A-F Accountability Ratings in the fall, "What If" ratings will also be released which apply the new 2023 refreshed methodology to our 2022 data. The "What If" ratings allow for easier comparisons to support continuous improvement plans moving forward.

Texas provides annual academic accountability ratings to its public school districts, charters and schools. The ratings are based largely on performance on state standardized tests and graduation rates. The ratings examine student achievement, student progress, and efforts to close the achievement gap.
